Italy and EPLO Support Capacity Building of Civil Servants in Jordan

On July 16, 23 and 24, 2025, the European Public Law Organization (EPLO) conducted a Training of Trainers Program for Senior Trainers of the Institute of Public Administration (IPA) of Jordan, in the framework of the Project “Support to Public Administration Reform in Jordan” funded by the Italian Ministry of Foreign Affairs through the Italian Agency for Development Cooperation (AICS).

The project is organized and implemented by the European Public Law Organization (EPLO) in partnership with the Italian National School of Administration (SNA): it contributes strategically to the advancement of the Public Sector Modernization Roadmap of Jordan and directly supports the implementation of its Human Resources and Government Services Pillars.

The Training of Trainers (TOT) was conducted by the Project Training Expert Mr. Giulio Cesare Zanetti and was delivered to twelve Senior Trainers of the Institute of Public Administration of Jordan, which serves as the national institution responsible for training Civil Servants in Jordan.

The TOT aimed at enhancing the training competencies and skills of the selected Trainers, who will be responsible for delivering three major training programs of the IPA, respectively on Digital Transformation, Project Management Professional, and Aligning Individual Performance with Organizational Performance. The three training programs constitute an Executive Measure of the Public Sector Modernization Roadmap and will be delivered by the IPA, with the support of the Project partners, to over 1500 Civil Servants from various Ministries, Departments and Agencies of the Government of Jordan, from August until December 2025.

The Training of Trainers equipped the Senior Trainers of the Institute of Public Administration with practical tools to design and deliver high-impact, interactive sessions for Civil Servants. It focused on needs assessment, performance-based learning outcomes, and effective use of modern visual aids.

The TOT ensured that IPA trainers followed unified standards, designed to maximize training impact. Trainers were equipped with adult-learning tools like the “Learning Cycle” and advanced techniques to improve session quality and effectiveness. This approach supports both the success of the three IPA programmes and the long-term sustainability of the Institute’ training efforts.

Additionally, trainers assigned to the Digital Transformation programme received specialized TOT on Digital Transformation Skills, delivered by Prof. André Gholam on July 16.

The Project, started in May 2025 for two and half years, strengthens IPA’s training capacities and develops innovative programmes for Civil Servants and Government Leaders in Jordan. The Project builds on the previous EPLO-led initiative “Support to the Institute of Public Administration of Jordan”, funded by the Italian Cooperation (Nov 2022 - Oct 2024).
