EPLO-IRIDE International Regulatory Delivery Symposium on Major Public Risks
On February 11-12, 2025, an International Symposium on Major Public Risks: Achieving Effective Regulatory Supervision took place in Vilnius, Lithuania. This high-level event is the first in a series of events taking place in Lithuania. Organised by the Institute for Regulatory Innovation, Delivery, and Effectiveness (IRIDE) of the European Public Law Organisation, in partnership with Vilnius University Faculty of Law, the Lithuanian Environmental Protection Department (AAD), the State Food and Veterinary Service (VMVT), and the Association of Supervisory Institutions of Lithuania (PIA), the 2-day event gathered high-level government officials, policymakers, leading experts, and researchers from around the world.
The event offered an opportunity to exchange views on managing public risks to foster sustainable economic development. The five areas identified as critical for the Symposium were energy security, environmental protection, food safety, public health and infrastructure resilience.
The Symposium focused on innovative approaches to managing public risks through improved regulatory supervision. Participants shared views and experience on regulatory oversight, risk management, and institutional cooperation. Interactive sessions and knowledge-sharing initiatives covered the critical areas of energy security, environmental protection, food safety, public health, and infrastructure resilience. These discussions underscored the importance of cross-institutional collaboration in tackling complex public risks, across disciplinary fields and between nations.
Strengthening institutional cooperation emerged as a key theme in enhancing regulatory oversight and mitigating risks across multiple sectors. Data-driven decision-making also proved essential for improving risk-based regulatory frameworks. Experts emphasised the benefits of cross-border collaboration and the exchange of best practices in building more resilient regulatory systems. The need for proactive risk assessment and forward-thinking solutions to address emerging global challenges was also a focal point of the discussions.
In his closing remark the Director of IRIDE, Dr. Florentin Blanc, underlined: “This conference has provided invaluable insights into improving regulatory supervision across different sectors. The discussions and recommendations will serve as a foundation for future reforms and better risk governance.”
Prof. Haroldas Šinkūnas, Dean of the Law Faculty at Vilnius University, added: “Bringing together diverse perspectives has been crucial in identifying innovative regulatory approaches that can effectively tackle major public risks.”
The event concluded with a strategic roadmap for enhancing regulatory frameworks and fostering international cooperation on public risk management. Organisers will continue working with key stakeholders to implement actionable recommendations and drive future regulatory advancements.
