Research Paper on Procurement Policies and Forms of Sustainable Procurement
The Human-Centred Business Model Project, coordinated by the Organization for Economic Co-operation and Development (OECD) in partnership with the EPLO, has published a new Research Paper on “Procurement Policies and Forms of Sustainable Procurement” [link to paper].
The Research Paper provides an extensive survey of the existing good practices of private and public sustainable procurement around the world, and offers an analysis and evaluation of possible procurement policies for Human-Centred Enterprises (HCEs). With regards particularly to the private sector, the proposed policies are based on the introduction of ethical/integrity, environmental and social criteria in corporate procurement policies. The broader aim of the Paper is to encourage governments to use public sustainable procurement policies and to provide advantages in the procurement technical specifications or award criteria for “sustainable” enterprises, such as the HCEs.
The Human-Centred Business Model (HCBM) Project aims at developing and piloting an innovative, human-centered, model of doing business that considers -on an equal level of importance- the economic goal of for-profit entities with the wider integrity dimensions of social and environmental sustainability. The overall objective of the Project is a more sustainable and equitable model of doing business that will advance inter-generational equity as well as shared prosperity and inclusive economic growth. The model will be developed around six main "pillars”: i) Guiding Principles; ii) Legal Framework and Governance; iii) Financial; iv) Fiscal; v) Procurement; vi) Capacity Building and Mentoring Support.
The HCBM Project originated in 2015 within the World Bank’s Global Forum on Law, Justice and Development and is now based at the OECD Development Centre. The Pillar on Procurement Policies of the HCBM Project is co-led by LUISS Guido Carli University and the EPLO.
