Training Program for Judges, Prosecutors and Lawyers on the Application of the EU Charter of Fundamental Rights

The European Public Law Organization (EPLO), through its Academy for Transparency & Human Rights (ATHR), successfully organized an intensive three-day Training Seminar for Judges, Prosecutors and Lawyers on “Practical Issues in the Application of the Charter of Fundamental Rights of the European Union”, on 24-26 October 2019 in Athens, in cooperation with the Association of Greek Judges and Prosecutors.

The” Charter of Fundamental Rights of the European Union” entered into force in December 2009 and is the principal legal instrument of the European Union for protecting human rights and fundamental freedoms. Judges, Lawyers and Citizens in Member States refer more and more frequently to the Charter a variety of cases and areas.

In this context, the three-day Training Seminar aimed at strengthening the capabilities and skills of Greek Judges, Prosecutors and Lawyers to interpret and apply the Charter. The training addressed key issues such as the field of application of the Charter, the related jurisprudence of the Court of Justice of the EU, distinctions with the European Convention on Human Rights, direct effect of the Charter’s provisions, and practical problems and solutions in applying the Charter.

The Seminar was initiated by Dr. Christoforos Sevastides, President of the Association of Greek Judges and Prosecutors, Prof. Spyridon Flogaitis, Director of the EPLO, and Prof. Atanas Semov, Judge at the Constitutional Court of Bulgaria. The training was conducted by prominent international and national experts, including Dr. Angela Ward and Dr. Katheleen Gutman of the Court of Justice of the EU, Mrs. Evangelia Nika-Manoukian and Mr. Dimitrios Pyrgakis of the Hellenic Council of State, and Prof. Spyridon Vlachopoulos of the University of Athens.

The Seminar was organized in the framework of the two-year Project “How to Apply the European Union Charter of Fundamental Rights in the Balkans (HUB)”, implemented by the EPLO in partnership with University of Sofia, and funded by the European Commission Directorate-General for Justice and Consumers.
