Call for Key Experts: ''Technical assistance in areas of domestic market and industrial competitiveness'' project in Egypt

The European Public Law Organization (EPLO) has been shortlisted for a 27 months project in Egypt, “Technical Assistance in areas of domestic market and industrial competitiveness”, and is seeking the 4 Key Experts for the project: Team Leader and Quality Infrastructure Expert; Standards & Procedure Re-Engineering Expert; Industrial Development Expert; Business Regulatory Reform Expert.

KEY EXPERT 1: TEAM LEADER AND QUALITY INFRASTRUCTURE EXPERT: 515 working days

Qualifications and skills:

  • University degree (preferably at Master’s level) in related fields: Quality Management System, Engineering, Business or Public Administration, Economics, Private Sector Development, or Certified Quality Management with additional relevant professional experience of minimum 10 years in Quality Improvement body.
  • Strong communication skills and ability to communicate with people at all levels
  • Excellent verbal and written command of English and knowledge of Arabic language is an asset.
  • Strong change management and institution development.
  • Proven ability to develop solid partnerships with high level officials in order to achieve project results.
  • Proven access to a network among international practitioners and managing diverse group of experts in a complex environment.
  • ?Proven leadership skills with international, interdisciplinary teams and within complex institutional and organizational settings;
  • Good interviewing skills;
  • Strong expert leadership and team building capacities are advantage;
  • Self-driven, quick learner;
  • Analytical and computer skills;
  • Stress resistant and frustration tolerant;
  • Neutral and objective attitude;

General professional experience:

  • At least 15 years of professional experience with the development of national quality infrastructures, institutionalizing quality management systems, quality control and quality assurance (standardisation, conformity assessment, accreditation, metrology, market surveillance, policy, regulations) according to the EU model.
  • Demonstrated experience in capacity building, human resources development and knowledge transfer in quality related topics.
  • Relevant professional experience in Egypt would be an added advantage.
  • Experience as Team Leader in at least one 3-year EU funded TA project related to the enhancement of national quality infrastructure, and at least of similar size and complexity is considered an added advantage.

Specific professional experience:

  • Minimum of 5 years ( within the 15 years ) of the professional experience gained in managing projects involving multiple technical aspects: quality certifications, regulatory reforms, setup standards and parameters, operation and procedures, conformity assessment, testing, standardisation, accreditation, technical regulations, market control
  • Experience in implementation, policy options, institutional capacity building, awareness raising and training components of management systems according to ISO 17020, ISO 17025, ISO 17065 and ISO 31000 or the equivalent standards.
  • Professional user of at least one of statistical software packages and knowledge of office and processes automation.
  • Previous working experience in a public or semi-public national institute with responsibilities in quality infrastructure (standards/conformity assessment/accreditation/market control) is considered an advantage.
  • Proven knowledge of European Commission project management procedures and financial regulations, such as quality standards, service contracts, supply contracts, works contracts, programme estimates, grant contracts, twinning contracts, preferably through management and participation in EC-funded technical assistance projects is considered an advantage.
  • Certified in one of the Quality Management System: ISO series is advantage.

KEY EXPERT 2: STANDARDS & PROCEDURE RE-ENGINEERING EXPERT: 455 working days

Qualifications and skills:

  • University Degree (preferably at Master's level) in a relevant field (business administration, metrology, reengineering, benchmarking, economics, public administration, supply chains management (or equivalent field).
  • Excellent verbal and written command of English is essential; Knowledge of Arabic language is an asset.
  • Strong leadership and communication skills and ability to inspire various groups of people at all levels.
  • Excellent resource mobilisation and driving for change management.
  • Strong proactive, initiative, analytical and problem solvers and team building skills.
  • Proven ability to develop solid trust with high level officials in order to achieve project results.

General professional experience:

  • At least 15 years the of professional experience of working in or with an EU national standards body or a conformity assessment body, 3 of which should have been in a leading position in standards and procedures improvement field or reengineering service processes, or service quality systems, metrology standards, quality certification standards.
  • Strong knowledge of the processes in European and international standards work or conformity assessment organizations;
  • Good knowledge of current EU-Egypt partnership and WTO policies relating to the Quality Infrastructure specifically in standardization and conformity assessment and regulating rules and procedures.
  • Relevant professional experience in Egypt would be an added advantage

Specific professional experience:

  • Minimum of 5 years ( within the 15 years ) of professional experience gained in projects involving standardization and/or conformity assessment, related to the new approach and other industrial development sectors.
  • Good knowledge of the EU New Legislative Framework for marketing of products and market surveillance measure,
  • Demonstrated experience in the preparation of major strategic document, drafting rules and regulations and standard procedures tailoring the Egyptian model.
  • Demonstrated capacities design and implementation of high quality training workshop to mobilize resources and train-the-trainer would be an asset.
  • Experience in implementation, policy options, institutional capacity building, awareness raising and training components of management systems according to ISO 17020, ISO 17025, ISO 17065 and ISO 31000 or the equivalent standards would be an advantage.

KEY EXPERT 3: INDUSTRIAL DEVELOPMENT EXPERT: 535 working days

Qualifications and skills:

  • University Degree (preferably at Master's level) in a relevant subject (Economics, Industrial Engineering, Business or Public Administration).
  • Proven leadership skills with international, interdisciplinary teams and within complex institutional and organizational settings;
  • Demonstrated ability in making excellent business and industrial development solutions and capacity to play a modelling role for industry development;
  • Team player, analytical and systematic decision maker and computer literate;
  • Excellent verbal and written command of English, Knowledge of Arabic language is an asset;
  • Excellent cooperation, resource mobilisation and change management skills.
  • Proven ability to build trust and confidence with senior officials in order to achieve project results.

General professional experience

  • A minimum of 15 years professional experience in industrial strategy and policy, engineering, private sector development, business development, Industrial Clusters Development, Business Competitiveness, Value and Supply chains management, Business or Public Administration, International Business and or International Trade, Private Sector Development or equivalent discipline etc related technical assistance matters.
  • Demonstrated experience in leading capacity building activities and train diverse group(s) of skilled individuals addressing industrial development, SMEs development, , competitiveness, export promotion and trade openness issues, in the public sector institutions;
  • Proven experience in participatory approaches of organizational development, and intercultural management;
  • Relevant professional experience in related projects: building national industrial clusters development, industrial parks, QIZ, national competitiveness initiatives implemented in MENA region would be an added advantage.

Specific professional experience:

  • Minimum of 5 years ( within the 15 years )of the professional experience gained in projects involving technical aspects covered by the TDMEP, in the area of industrial clusters development, SMEs development, competitiveness, quality management system, business regulatory rules and procedures, export promotion, and public institution capacity building and train-the-trainer of senior public servants and SMEs owners.
  • Demonstrated expertise in industrial policy formulation, deployment and leading national competitiveness initiatives;
  • Experience in drafting of industrial legislation, regulations and de-regulation process related to industry development;
  • Understanding of the Euro-Med rules of origin, ACAA and EU-Egypt agreements is an asset.

KEY EXPERT 4: BUSINESS REGULATORY REFORM EXPERT: 430 working days

Qualifications and skills:

  • University Degree (preferably at Masters level) in a relevant subject (e.g. International Business Law, Commercial law, legislation and regulation framework, management, public administration, law, economics, engineering), or related discipline
  • Strong communication skills and ability to communicate with people at all levels;
  • Excellent verbal and written command of English is essential
  • Knowledge of Arabic would be an added advantage
  • Strong skills in business an enabling environment, commercial law, legal advisory services, regulation and legislative directives, strategy and policy analysis and economic development.
  • Good understanding of Administrative Simplification/Business Process Re-engineering;
  • Sound knowledge in sector-level impact assessment;
  • Good understanding of better and smart regulation concepts
  • Good understanding of legal issues and different drafting traditions.

General professional experience:

  • Working experience of at least 15 years as a business regulatory specialist, business enabling environment, regulation and de-regulation process, international business policy reforms, business and international commercial law, a strategy and policy analyst, ideally in a political set up such as Minister's office or in a renowned think tank in a field related to industrial development, quality management and/or SME development.
  • Relevant professional experience in business regulation in EU and Egypt would be an added advantage.
  • Experience in development of inter-governmental coordination, and cooperation with stakeholders, would be an advantage.

Specific professional experience:

  • Minimum of 5 years (within the 15 years )of professional experience in regulatory reform projects involving technical aspects covered by the TDMEP main sub-components.
  • At least 5 years ( within the 15 years )of direct experience in legal and procedural issues ideally covering regulatory impact assessment.
  • Proven experience record in the field of industrial regulatory framework and regulating quality infrastructure, industrial development, competitiveness initiatives, SME development, export promotion and/or national quality regulatory procedures and policies (inter alia measuring Administrative Burdens using the Standard Cost Model (SCM); and in organizational re-engineering and experience in developing Administrative Operations Manuals).
  • Knowledge of regulatory environment for the initiation of negotiations on ACAA, EU-Egypt agreement and ACAA terms and conditions and related EU regulations for further Egypt integration to international market is considered an advantage.
  • Knowledge of related horizontal, sector legislation and market surveillance strategy and quality standards system and its related regulatory rules and procedures implications is considered an advantage.
