The EPLO implements a large number of programs funded by the European Union and other international donors, assisting governments and institutions around the world. The main areas of intervention comprise: governance, the rule of law, human rights, public administration, democratization, legislative approximation to the EU acquis, migration, and sustainable development. The position is located within the Department of Technical Co-operation of EPLO. The candidate will be involved in the HORIZON Europe Project under the title: Growing Climate Resilience in Remote rural Areas through Community Empowerment.

The project addresses the urgent need for climate change adaptation in Europe’s remote rural areas, which face increasing risks from floods, droughts, and wildfires. It empowers small and medium-sized communities to strengthen their adaptive capacity, implementing innovative solutions based on nature-based approaches, digital tools, and participatory governance. It brings together 26 partners from 16 countries, with demonstrator regions in Portugal, Italy, Austria, Denmark, and Sweden, and replication regions including Greece

Responsibilities

The candidate is expected to:

  • Support the identification and analysis of climate risks and adaptation needs in rural areas.
  • Contribute to the development and testing of nature-based solutions (NBS) and digital innovations for climate adaptation.
  • Assist in capacity-building activities for small and medium-sized communities.
  • Contribute to participatory processes, including living labs and co-creation methodologies, ensuring local stakeholders’ involvement.
  • Support the preparation of technical and policy briefs on climate resilience and adaptation strategies.
  • Engage with European partners and ensure alignment with EU policies such as the Green Deal and Adaptation Strategy.      

Required Qualifications and Experience

Education

  • University degree from an accredited academic institution.

Experience

  • At least 8 years of professional experience in EU-funded projects related to environmental projects, climate change, resilience, or sustainable development.
  • Proven experience in nature-based solutions, climate risk analysis, and resilience-building strategies.
  • Experience in stakeholder engagement, living labs, and co-creation methodologies.
  • Track record of producing policy briefs, reports, or scientific outputs.

Languages

  • Fluency (oral and written) in English

Competencies

  • Analytical Skills: Ability to design and assess climate adaptation measures.
  • Professionalism: Knowledge of climate adaptation policies, digital tools, and resilience approaches.
  • Communication: Excellent oral, written, and presentation skills; ability to adapt delivery to different audiences.
  • Teamwork & Leadership: Experience in interdisciplinary cooperation and engaging diverse stakeholders.
  • Planning & Organization: Ability to manage priorities, meet deadlines, and coordinate project activities.
