Organizational Setting
The European Public Law Organization (EPLO) is an International Inter-Governmental Organization headquartered in Athens, Greece, mandated to promote Governance and Public Law worldwide through technical cooperation, educational, training, research and public information activities.
The EPLO has the Status of Observer at the United Nations General Assembly, the International Labour Organization (ILO), the International Organization for Migration (IOM), and the World Intellectual Property Organization (WIPO).
The position is located within the Department of Technical Cooperation of the EPLO, which is responsible for the design, development and management of the technical cooperation programs of the Organization. The incumbent reports directly to the Director of the Department.
Core Functions and Responsibilities
- Coordination and management of assigned projects funded by international donors.
- Responsibility for monitoring the execution of Funding Agreements/Contracts with Donors/Contracting Authorities to ensure compliance with implementation schedule, deliverables, reporting, procurement and other obligations.
- Support all aspects of project implementation, including development and monitoring of workplans, budgets and logical frameworks.
- Maintain at all times a clear overview of the project status, progress and possible problems, in order to brief Management at short notice and initiate corrective actions if needed.
- Draft timely and accurate narrative and technical reports to the Donor for clearance by supervisor.
- Update project budget and financial forecasts on a regular basis in collaboration with the Finance Department.
- Identify suitable experts to be recruited under the project and draft their Terms of Reference.
- Coordinate and support project experts, provide them guidance and instructions, facilitate their missions.
- Participate to field missions and perform expert assignments in areas of specialization.
- Research and identify relevant calls for proposals, tenders and funding opportunities in the framework of the European Union and other multilateral and bilateral donors.
- Develop and draft project proposals and concept notes for funding by donors.
- Build partnerships/networks with relevant partner organizations in the framework of projects, proposals and other cooperation opportunities.
Required Qualifications and Experience
Experience
- At least 6 years of professional experience relevant to the position, including 4 years of proven experience in the development and management of projects funded by international donors (e.g. EU, WB, UN, bilateral agencies).
- Proven track record of project management skills, including strong knowledge of Project Cycle Management (PCM) processes applied to projects funded by international donors (e.g. development of logical frameworks, workplans, monitoring, evaluation, etc.).
- Good knowledge of rules and procedures applying to the management of donor-funded projects (e.g. EU Practical Guide to Contract Procedures for EU External Actions (PRAG)).
- Familiarity and professional experience in areas of work of the EPLO: e.g. governance, rule of law, human rights, public administration reform, sustainable development, etc.
- Excellent communication, writing and presentation skills.
- Experience in an international and multi-cultural environment.
- Computer proficiency in standard software applications (MS Office, etc.).
Education
- University Degree -preferably a Master’s Degree- from an accredited academic institution in Law, Political Sciences, Economics or related field.
Languages
- Fluency (oral and written) in English is required.
- Fluency in French is considered an asset.
