Position Title: Project co-ordinator/Buildings energy efficiency specialist

The EPLO implements a large number of programs funded by the European Union and other international donors, assisting governments and institutions around the world. The main areas of intervention comprise: governance, the rule of law, human rights, public administration, democratization, legislative approximation to the EU acquis, migration and sustainable development. The position is located within the Dept. of Technical co-operation of EPLO. The candidate will be involved in the HORIZON Europe Project “INdustrialisation of Building Lifecycle data Accumulation, Numeracy and Capitalisation” – INBLANC, submitted under the call: HORIZON-CL5-2023-D4-02-01/ Innovative uses of lifecycle data for the management of buildings and buildings portfolios (Built4People Partnership).

INBLANC project will contribute to the building stock decarbonisation by streamlining a lifecycle perspective in building data management. The approach will be driven by market needs and proven innovations and will focus on both the energy and non-energy uses of data: through the efficient integration of the entire value chain, addressing the individual needs of each actor and the establishment of an open ecosystem. Thus, INBLANC main objective is the creation of an open ecosystem structured on the data economy of building lifecycle, based on the four stages of the buildings’ lifecycle according to EN15978 (2011): Product, Construction, Use and End of Life.

Responsibilities

The candidate is expected to:

  • perform monitoring of all EPLO activities/deliverables in the project
  • be responsible for the communication with the Leading partner, the Consortium and the WP leaders
  • support the mapping of the relevant stakeholder groups and the identification of their needs and requirements of the stakeholder Target Groups (TGs)
  • support the facilitation of liaison activities with relevant stakeholders, enabling awareness raising
  • support the stakeholder engagement through strategies focused on policy makers
  • support the impact maximization through collaboration with initiatives and EU Missions
  • support the analysis of the several policy and governance structures
  • support the identification of the policy gaps in the building and construction sector
  • assist in the development of acceptance assessment and strategy
  • assist in financing instrument mapping for deep renovation projects

Required Qualifications and Experience

Experience

· At least 8 years of professional experience in projects (co-) funded by the European Union related to sustainable green growth and planning or green renovation of public buildings or involvement in projects related to energy efficiency schemes application in buildings (public/private).

· 4 years of experience in stakeholder engagement approaches and co-creation methodologies and event organization

· Experience as Project manager (leading the project from the Beneficiary’s side) in EU or national projects.

· Network of stakeholders in the building/retrofitting/energy efficiency sector.

Education

· University engineering degree from an accredited academic institution

Languages

· Fluency (oral and written) in English

Conscientious and efficient in meeting commitments and achieving results.
  • Communication: Excellent oral and written communication, writing and presentation skills. Listening and communicating clearly and effectively, adapting delivery to audience.
  • Planning and Organizing: Setting clear and achievable goals consistent with agreed priorities for self and others.
