The European Public Law Organization (EPLO) is an International Inter-Governmental Organization headquartered in Athens, Greece, whose mission is the promotion of Public Law and Governance around the world, through technical cooperation, training, education and research activities. The EPLO has the Status of Observer at the United Nations General Assembly.

The EPLO is implementing the Project “Support to the Institute of Public Administration of Jordan”, funded by the Government of Italy. The project aims to provide capacity building to the Institute of Public Administration of Jordan (IPA) and support the improvement of Training Programs for Civil Servants in Jordan. The Project will have a duration of 18 months and include as main beneficiaries the Staff of the IPA and Civil Servants in leadership positions in Jordan.

The EPLO is seeking an Office Manager to oversee the EPLO Project Office in Jordan, support the technical and administrative management of the Project, and liaise with national and international stakeholders in Jordan.

Core Functions and Responsibilities

Under the supervision of the Project Director and the Team Leader, the Office Manager will be responsible for the following main tasks:

 Daily management, organization and coordination of the EPLO Project Office in Amman, Jordan.

 Support the Team Leader and the Project Team in the technical and administrative management of the Project.

 Act as Contact Point for the Institute of Public Administration of Jordan, other counterparts within the Government of Jordan, the Italian Embassy in Amman, the Italian Agency for Development Cooperation Office in Amman, and other partners.

 Support the organization of Project activities, including trainings, workshops, conferences, meetings, study visits and other events and activities.

 Coordinate and assist experts in their assignments under the Project, provide them guidance and information, support organization of their missions including travel and logistical arrangements in Jordan.

 Accompany or represent the Team Leader in committees, working party meetings, workshops including missions and field visits.

 Oversee the administrative management of the Project Office, prepare forecast budgets, monitor and record expenses, maintain complete financial accounts.

 Organize and maintain all the Project documents (administrative, reports, deliverables, etc.) and Office inventories.

 Support the development of the Technical and Financial Reports of the Project, compile required documents and provide inputs, in accordance with the Project Rules and Procedures.

 Draft minutes of meetings, agendas, programs for experts, and other relevant project documents in English and Arabic.

 Provide interpretation at meetings and during experts’ missions, translation of reports and project outputs, as requested.

 Support the Project Team in the management of Project communication and visibility (website, press releases, brochures, information documents, etc.).

 Manage on a daily basis the procurement of supplies, equipment, services and other items required for the operation of the Project Office.

 Provide supervision and guidance to the staff of the Project Office.

Required Qualifications and Experience

Experience

 At least 5 years of relevant professional experience in the management of projects funded by international donors in Jordan.

 Extensive experience in overseeing the financial management of donor-funded projects, including preparation of budgets, monitoring expenses and financial reports.

 Previous experience as an Office Manager for a donor-funded project in Jordan is considered a strong asset.

 Familiarity and professional experience in the areas of intervention of the Project, in particular Public Administration Reform, Training and Governance.

 Sound knowledge of donor-funded project management rules and procedures.

 Proven track record of project management skills, good knowledge of related tools and techniques including Project Cycle Management and Logical Framework Analysis.

 Excellent communication, writing and presentation skills, in English and Arabic.

 Experience in an international and multi-cultural environment.

 Computer proficiency in standard software applications (MS Office, etc.)

Education

 University degree -preferably a Master’s degree- from an accredited academic institution in Economics, Law, Political Sciences, or a related field.

Languages

 Fluency in both English and Arabic is required.
