Call for Experts for the project “Technical assistance for the implementation of the strategic support program for civil society in Morocco”
The European Public Law Organization (EPLO) has been shortlisted for the EU-funded project: “Technical assistance for the implementation of the strategic support program for civil society in Morocco” (NEAR/RBA/2022/EA-RP/0023)
The overall objective of the project is to: «Promote more participatory and inclusive sector governance through better involvement of CSOs in the definition, implementation and evaluation of priority programs and public policies». The indicative start date is 16th January 2023 and the planned project duration is 48 months.
In this framework, the EPLO is seeking qualified candidates for 2 Key Experts positions described below.

1. Key Expert 1: Team leader/Expert in civil society support and inter-institutional coordination
- A university degree in the field of social sciences, economics, development, or equivalent is required (minimum requirement). Additional training in the field of training engineering is an asset.
- In-depth knowledge of the rules and methods of managing development projects and programs is required.
- An excellent command of the spoken and written French language is required (minimum requirement).
- An oral and written command of the Arabic language would be an asset.
- At least 10 years of professional experience in the preparation and/or management of technical assistance projects
- At least 5 years of experience in the framework of international cooperation programs funded by the EU as team leader, leading and monitoring teams of multidisciplinary experts
- A minimum of 8 years of experience in areas related to the development of civil society and the strengthening of its role, support for democratization and transition processes, support and strengthening of the rule of law;
- A minimum of 3 experiences as a team member of a support and capacity building mission for civil society organizations, including in the context of projects in partnership with state actors;
- At least 3 years of experience in in-depth diagnosis of civil society organizations, support for networking between CSOs, support for the establishment of advocacy spaces;
- At least 2 experiences in inter-institutional dialogue and coordination;
- At least 2 experiences in organizing and facilitating workshops and consulting with CSOs;
- Demonstrated knowledge of policies, methods and procedures of European cooperation in support of civil society proven by at least two (2) experiences;
- Recent experience in supporting CSOs in the Southern Neighborhood region would be an asset.
- Expertise in gender mainstreaming and rights-based approach would be an advantage.
Key Expert 2: Expert in support for CSOs, in organizational diagnosis, in capacity building and in support / development of the networking of CSO dynamics
- A university degree in the field of social sciences, economics, development, or equivalent is required (minimum requirement). Additional training in the field of training engineering is an asset.
- In-depth knowledge of the rules and methods of managing development projects and programs is required.
- An excellent command of spoken and written French is required (minimum requirement).
- Fluency in Arabic would be an asset.
- The expert must have at least 10 years of general professional experience in the implementation of development projects / programs related to governance, and / or support to civil society, and / or local development (minimum requirement).
- At least 8 years of experience in the design, monitoring and implementation of CSO capacity building programs is required (minimum requirement).
- At least 2 experiences in carrying out diagnoses, identification or analysis of the functioning and modes of governance of civil society organizations as a minimum requirement.
- At least one experience in facilitating multi-stakeholder dialogue involving civil society.
- Demonstrated knowledge of the policies and modalities of engagement of public institutions with civil society preferably in the southern neighborhood region (at least two experiences).
- Recent experience in the field of support to CSOs in Morocco would be an asset.
