Call for Experts for the project “Support in the Implementation of Air Quality Directives” in North Macedonia
The European Public Law Organization (EPLO) has been shortlisted for the EU-funded project: “Support in the Implementation of Air Quality Directives” in North Macedonia (Ref: EuropeAid/140684/IH/SER/MK)
The overall objective of the project is as follows: “Improving the ambient air quality by producing relevant documents and legislation in compliance with the EU acquis, strengthening the administrative capacities for their implementation and thus improving the air quality.”
T he indicative start date is 1st January 2022 and the planned project duration is 24 months.
In this framework, the EPLO is seeking qualified candidates for 3 Key expert positions: Team Leader/Air quality management expert, Air emission Expert, Legal environment expert as described below.

Key expert 1: Team Leader – Air quality management expert
Qualification and skills:
At least University/Bachelor degree in the Environmental Engineering, Technological engineering, Meteorology, Civil Engineering, Chemical engineering, Physics or 5 (five) years above the general professional experience required below;
General Professional Experience:
- Minimum 10 (ten) years of general professional experience in air quality management;
Specific Professional Experience:
- At least 5(five) years experience in air quality monitoring, and
- Experience as Team Leader or Key expert on at least 2(two) EU technical assistance projects related tо air quality.
Key expert 2: Air emission Expert
Qualification and skills:
At least University/Bachelor degree in Mechanical, Environmental, Chemical, or other technical sciences or 5 (five) years above the general professional experience required below;
General Professional Experience:
- Minimum 10 (ten) years of general professional experience in the field of air emissions.
Specific Professional Experience:
- At least 7 (seven) years of professional experience in implementation of NEC directive, specifically in preparation of national inventories and development of national emission reduction programmes.
- Experience as Key expert in at least one EU technical assistance projects related to air quality management
Key expert 3: Legal environment Expert
Qualification and skills:
At least University/Bachelor degree in Law, Environmental law, International law and policy, or 5 (five) years above the general professional experience required below;
General Professional Experience:
- At least 10 (ten) years of general professional experience in transposition of the relevant EU legislation on air quality and air emission.
Specific Professional Experience:
- At least 7 (seven) years of professional experience in the field of international environmental laws including compliance checks and assessments of related legislation in alignment with the EU Acquis Communautaire;
- Experience as Key expert in at least one EU technical assistance projects related to preparation of air quality legislation acts
