Call for Experts for the project: “Support to implementation of Sector Reform Contract Justice, Albania”

The European Public Law Organization (EPLO) has been shortlisted for the project: “Support to implementation of Sector Reform Contract Justice, Albania” (EuropeAid/140427/DH/SER/AL).

The project should support the Ministry of Justice and other related independent justice institutions to implement the Cross Cutting Justice Strategy and its Action plan 2017-2021.

The indicative start date is April 2021 and the planned project duration is 36 months.

In this framework, the EPLO is seeking qualified candidates for the three (3)  Key Expert positions in the project: 1) Team Leader; 2) Senior Legal Expert and 3) Communication Expert. The mandatory requirements for the positions are listed below.

Key Expert 1/Team leader for the project “Support to implementation of Sector Reform Contract Justice, Albania”

Qualifications and skills

  • University Degree in management, public administration, international relations, law or a relevant, directly related discipline; or equivalent relevant professional experience of minimum 5 years in the field of rule of law, additional to the general professional experience.

General professional experience

  • Minimum 10 years of overall professional experience

Specific professional experience

  • Minimum of 6 years of related experiences in similar projects, each experience no less than six months long;
  •  At least two experiences as a team leader/manager (no less than six months long);
  •  At least one substantial experience with reform implementation in the field of justice, public administration reform or public finance management;
  •  Experience in training and on-the-job capacity building will be an asset.
  • Experience with IPA funded support in the Western Balkans will be an asset.

 

Key expert 2/Senior legal expert for the project “Support to implementation of Sector Reform Contract Justice, Albania”

Qualifications and skills

  • Master's Degree in law, or equivalent relevant professional experience of minimum 5 years in the field of justice/rule of law, additional to the general professional experience.

General professional experience

  • Minimum of 10 years of overall professional experience.

Specific professional experience

  •  Minimum of two related experiences as legal expert in similar projects, each experience no less than six months long;
  • At least one experience of no less than six months as a senior legal expert on the functioning and organisation of the judiciary;
  • Clearly demonstrated experience in delivering capacity building activities;
  • At least one experience with implementation of a reform in the field of justice.
  • Experience with EU funded support will be an asset.
  • Experience in training and on-the-job capacity building will be an asset.

 

Key expert 3/Communication expert for the project “Support to implementation of Sector Reform Contract Justice, Albania”

Qualification and skills

  • University degree in communication, public relations or another relevant discipline or, in its absence, at least 5 years of equivalent professional experience in the communication sector in addition to those required under general professional experience.

General professional experience

  • At least 8 years of experience in communication, visibility, marketing, public relations, including experience in developing and implementing communication and visibility policies and strategies, in addition to the above qualifications requirements.

Specific experience

  • Experience in at least two similar projects involving design and/or management of communication and visibility plans in the area of public sector reforms; each experience of at least six months.
  • Proven know-how in online communication/social media.
  • Experience in the implementation of strategic communication in relation to the EU accession reform processes and more importantly in relation to the justice sector will be considered as an asset.
  • Experience in training and on-the-job capacity building will be an asset
