Call for Experts: “EU Support to the Rule of Law” project in North Macedonia
The European Public Law Organization (EPLO) will apply for the IPA Call for Proposals “EU Support for the Rule of Law” in North Macedonia” with ref. Europeaid/168479/DD/ACT/MK.
The global objective of this call for proposals is to strengthen the rule of law in North Macedonia
The specific objectives of this call for proposals are:
1. To improve the capacities of justice institutions to deliver justice in transparent and accountable manner,
2. To strengthen the capacities to effectively implement modern investigation techniques in fighting organised crime,
3. To improve the prevention and fight against corruption, and
4. To enhance the protection of fundamental rights.
The project is expected to start in the third quarter of 2020 with a duration of 48 to 60 months.
In this framework, the EPLO is seeking qualified candidates for the five positions in the project: 1) Team Leader – Rule of Law Expert; 2) Component Leader 1-Judicial systems and Justice Reform Expert; 3) Component Leader 2- Expert in the Fight against crime; Component 4-Fundamental Rights Expert. The mandatory requirements for the positions are listed below.

Team Leader (TL) for the project: “EU Support for Rule of Law in the Republic of North Macedonia
Qualifications and general professional experience:
- Relevant University degree in law or political science (Masters and/or PhD to be considered an asset)
- At least 15 years of relevant professional experience in the field of Rule of Law
- At least 5 years of experience working in international technical cooperation in the field of Rule of Law
- At least 1 successful experience as Team Leader of an EU-funded project of similar nature and scope
- Demonstrated management skills (PCM tools and EU regulation for GRANTS being an asset)
- Very good command of written and spoken English; knowledge of Macedonian and/or Albanian would be an asset
- Excellent leadership and communication skills, with an ability to manage and motivate a multidisciplinary and multi-national team of specialists and to interact with project partners, the European Union Delegation, civil society and the media.
Specific Professional Experience:
- Specific experience in the field of EU accession process and implementation of EU standards in the field of Rule of Law
- Experience as an expert in similar projects in countries of IPA region/South-Eastern Europe would be a distinct advantage
Component Leader (CL1) – Expert in Judicial Systems and Justice Reform for the project: “EU Support for Rule of Law in the Republic of North Macedonia
The CL will be the lead and counterpart for all activities under the respective component. Each component leader will be the main contact for the beneficiary institutions for the respective component.
Qualifications and general professional experience:
- Relevant University degree (e.g. Law/political science/security, etc)
- At least 10 years of relevant professional experience in the field of justice systems and reform
- She/He should be familiar with institution building and justice sector reform projects.
- At least 3 years of experience working in international technical cooperation in the field of the justice systems and reform
- At least 1 year of cumulative experience in TA projects (experience in EU funded projects being an asset)
- Very good command of written and spoken English; knowledge of Macedonian and/or Albanian would be an asset
- Excellent communication and reporting skills
Specific Professional Experience:
- Extensive technical expertise in the field covered by the respective component
- Specific experience in the field of EU accession process and good knowledge of European standards and best practices in the field of justice, including sound knowledge of the EU Acquis in the relevant Chapters
- Experience at senior positions in the relevant Institutions of an EU Member State (e.g. Judicial Institutions or Ministry of Justice for Component 1)
- Strong professional experience in management, organization and supervision of institutions and reform management. Previous international experience would be a strong added value. Experience as an expert in similar projects in countries of IPA region/South-Eastern Europe would be a distinct advantage.
Component Leader (CL2) – Expert in the Fight Against Organised Crime/Terrorism for the project: “EU Support for Rule of Law in the Republic of North Macedonia
Qualifications and general professional experience:
- Relevant University degree (e.g. Law/political science/security, etc)
- At least 10 years of relevant professional experience in the field of fight against organised crime and terrorism
- She/He should be familiar with institution building and justice sector reform projects.
- At least 3 years of experience working in international technical cooperation in the field of fight against organised crime and terrorism
- At least 1 year of cumulative experience in TA projects (experience in EU funded projects being an asset)
- Very good command of written and spoken English; knowledge of Macedonian and/or Albanian would be an asset
- Excellent communication and reporting skills
Specific Professional Experience:
- Extensive technical expertise in the field covered by the respective component
- Specific experience in the field of EU accession process and good knowledge of European standards and best practices in the field of the respective component, including sound knowledge of the EU Acquis in the relevant Chapters
- Experience at senior positions in the relevant Institutions of an EU Member State (e.g. Ministry of Interior or Security sector institutions for Component 2)
- Strong professional experience in management, organization and supervision of institutions and reform management. Previous international experience would be a strong added value. Experience as an expert in similar projects in countries of IPA region/South-Eastern Europe would be a distinct advantage.
Component Leader (CL3) – Expert in the Fight Against Corruption for the project: “EU Support for Rule of Law in the Republic of North Macedonia
Qualifications and general professional experience:
- Relevant University degree (e.g. Law/political science/security, etc)
- At least 10 years of relevant professional experience in the field of in the field of fight against corruption
- She/He should be familiar with institution building and justice sector reform projects.
- At least 3 years of experience working in international technical cooperation in the field of fight against corruption
- At least 1 year of cumulative experience in TA projects (experience in EU funded projects being an asset)
- Very good command of written and spoken English; knowledge of Macedonian and/or Albanian would be an asset
- Excellent communication and reporting skills
Specific Professional Experience:
- Extensive technical expertise in the field covered by the respective component
- Specific experience in the field of EU accession process and good knowledge of European standards and best practices in the field of the respective component, including sound knowledge of the EU Acquis in the relevant Chapters
- Experience at senior positions in the relevant Institutions of an EU Member State (e.g. Body in charge of fight against corruption for Component 3 )
- Strong professional experience in management, organization and supervision of institutions and reform management. Previous international experience would be a strong added value. Experience as an expert in similar projects in countries of IPA region/South-Eastern Europe would be a distinct advantage.
Component Leader (CL4) – Fundamental Rights Expert for the project: “EU Support for Rule of Law in the Republic of North Macedonia
Qualifications and general professional experience:
- Relevant University degree (e.g. Law/political science/security, etc)
- At least 10 years of relevant professional experience in the field of protection of fundamental rights (including human rights, rights of child, women’s rights, probation systems improvement etc).
- She/He should be familiar with institution building and justice sector reform projects.
- At least 3 years of experience working in international technical cooperation in the protection of fundamental rights
- At least 1 year of cumulative experience in TA projects (experience in EU funded projects being an asset)
- Very good command of written and spoken English; knowledge of Macedonian and/or Albanian would be an asset
- Excellent communication and reporting skills
Specific Professional Experience:
- Extensive technical expertise in the field covered by the respective component
- Specific experience in the field of EU accession process and good knowledge of European standards and best practices in the field of the respective component, including sound knowledge of the EU Acquis in the relevant Chapters
