Event on "From e-Justice to AI-Justice: The Digital Transformation of Tomorrow's Justice System"

On Thursday, November 6, 2025, the conference entitled "From e-Justice to AI-Justice: The Digital Transformation of Tomorrow's Justice,"

Co-organized by the EPLO Institute for Justice and Growth and Information Society S.A., the event was held with great success and high attendance on Thursday, November 6, 2025, at the premises of the European Public Law Organization (EPLO) in Plaka.

The conference was organized to mark the fifteenth anniversary of the start of the systematic effort to modernize the Greek judicial system. During this period, Greece has made significant progress through the implementation of ambitious e-Justice projects — from integrated digital case management systems and electronic services to interoperability with European justice networks.

The conference was honored by the presence and statements of the Minister of Justice, Mr. Georgios Floridis, and the Minister of Digital Governance, Mr. Dimitrios Papastergiou, marking the beginning of a significant interdisciplinary and technocratic dialogue, which is expected to play an important role in shaping public debate and strategic planning for Justice and Technology in the coming months.

The conference proceedings were coordinated by Mr. Nikolas Kanellopoulos, Lawyer and President of the Institute for Justice and Development.

Presentations were given by:

  • Stavros Astenidis, CEO, Information Society M.A.E.
  • Panagiotis Lymberopoulos, Vice President of the Supreme Court, Press Representative of the Supreme Court
  • Marlena Tripolitioti, State Councilor, President of the Information Systems Committee of the Council of State
  • Stamatis Poulis, General Commissioner of the State Audit Office
  • Antonis Antoniou, Legal Advisor to the State, Member of the Monitoring and Acceptance Committee for the new OPS of the NSC

The conference concluded with a comprehensive presentation of the conclusions of the proceedings by Mr. Konstantinos Kousoulis, Honorary Vice-President of the Council of State, Director of the Legal Office of the Presidency of the Republic and Chairman of the Permanent Scientific Committee of the Ministry of Justice for the examination of the impact of Artificial Intelligence on the judicial system.

The conference highlighted the fact that today, justice is not simply being digitized but transformed, and that we are entering an era in which a new architecture of justice is being shaped, as well as the gradual and consistent course of the digital transformation of Greek justice over the last fifteen years, assessing the substantial improvements in infrastructure, e-Justice projects and services, as well as the dynamic transition to the new era of AI-Justice.

In particular, the following were highlighted:

  • the country's steady progress in utilizing information technologies in the field of justice,
  • the new challenges posed by the introduction of Artificial Intelligence in the administration of justice, legal research, and case management,
  • the fundamental change in the very environment in which institutions operate, as artificial intelligence is transformed from an auxiliary tool into a formative factor in judicial practice,
  • the need to develop a comprehensive institutional, ethical, and technological framework capable of ensuring that technology serves justice and humanity,
  • the importance of the Greek experience as an integral part of the European and international dialogue on the digital transformation of judicial systems.

The common denominator of all the presentations was the position that Artificial Intelligence should reinforce and support legal judgment, rather than replace it. Trust, transparency, and a human-centered approach emerged as fundamental principles of any future policy or technological initiative in the field of justice.

The lawyer of the digital age is called upon to combine high technological competence with institutional responsibility and a deep commitment to the values of the rule of law and human rights, so that the justice system of tomorrow remains fair, effective, and reliable.

The event brought together senior judicial officials, academics, distinguished scientists, public administration executives, young lawyers and students, as well as representatives of technology companies that have implemented justice digitization projects, contributing to a multifaceted and high-level dialogue on the transformation of justice in the new era.
