First Day of the 36th EGPL Annual Reunion

The EPLO has successfully concluded the first day of the 36th Annual European Group of Public Law (EGPL) Reunion titled “International Law, European Union Law, Constitutional Law” at the EPLO Premises in Legrena, Sounion.

The first session was presided over by Prof. Ronny Abraham, Judge at the International Court of Justice, and focused on International Law Standards in National Constitutional Law. The session included the following interventions:

  • International law as part of a national constitution by Prof. David Feldman, University of Cambridge, United Kingdom;
  • International human rights as a parameter of constitutionality, Prof. Anja Seibert-Fohr, European Court of Human Rights;
  • International law limits to national constitution-making power, Prof. Jorge Vargas, National Autonomous University of Mexico, Mexico;
  • Status of international treaties in constitutional law: a comparative perspective, Prof. Harris Tsiliotis, University of Peloponnese, Greece.

In the afternoon, participants and guests took part in a workshop session which offered the following workshops:

  • Safeguarding Individual Rights through Administrative Justice: Do Administrative Courts Primarily Serve the Individual or the Administration?, coordinated by Dr. Beril Taşkın Kapusuzoğlu, Boğaziçi University, Turkey;
  • Student Protests in Serbia against the backdrop of university autonomy decline, coordinated by Ms. Bojana Todorovic, Mr. Vasilije Marković, Mr. Aleksa Nikolić and Ms. Ivana Radisavijević, University of Belgrade, Serbia;
  • The enlargement of the European Union, in times of war. Between the tariff war and the military aggression against Ukraine, coordinated by Prof. Gabriel-Liviu Ispas, University of Bucharest, Romania;
  • Constitutional limits, Populism and Democratic crisis in the Americas, coordinated by Prof. Saulo Casali Bahia, Federal Judge, Federal University of Bahia, Brazil.

Following the workshops, the participants reconvened for the second session of the day on International Law and European Union Law. This session featured the following lectures:

  • The Interplay between International Law and EU Administrative Law: Dynamics, Tensions and Effects, Prof. Edoardo Chiti, Scuola Superiore di Sant’Anna Pisa, Italy;
  • International, EU, and Constitutional Law Interacting for the Protection of the Environment, Prof. Marco D’Alberti, Judge at the Italian Constitutional Court;
  • The extent and the mode that international law binds national and EU constitutional law, Prof. Lina Papadopoulou, Aristotle University of Thessaloniki, Greece;
  • The EU Constitution in Time of War: Legal Responses to Russia's Aggression against Ukraine, Prof. Federico Fabbrini, Dublin City University, Ireland.
