Launch of First Professional Diploma on Public Administration in Jordan

The launch of the first Professional Diploma on Public Administration and Policy in Jordan was celebrated today during a Ceremony held at the Institute of Public Administration of Jordan under the patronage of the Minister of State for Public Sector Development H.E. Badria Al-Balbisi.

The Ceremony was attended by the Director General of the Institute of Public Administration H.E. Eng. Siham Alkhawaldeh, the President of the Service and Public Administration Commission, Eng. Fayez Muhammad Al-Nahar, the President of the German-Jordanian University, Prof. Alaaldeen Al-Halhouli, representatives from the Prime Ministry’s Office, Secretaries-General and Directors General from several ministries and institutions of the Government of Jordan.

The launch of the “Professional Diploma on Public Administration and Policy” marks a major milestone in the implementation of the Public Sector Modernization Roadmap of Jordan. It is the first-ever Diploma of its kind designed specifically for Senior Officials, Managers and Heads of Department of the Jordanian Public Administration. The innovative program features a highly competitive admission process, exposure to diverse environments through internships, structured coaching mechanisms and project-based training.

The primary objective of the Diploma is to provide comprehensive training that equips public managers with essential skills, including designing and implementing public policies, driving public sector modernization, and executing key government functions. The curriculum comprises 27 training sessions and over 280 hours of instruction in the following seven core modules: Public Administration, Public Administration Reform (Change, Innovation, Digitalization and Digital Transformation), Policy Analysis, Policy Implementation and Monitoring and Evaluation, Service Delivery, Human Resources Management and Public Finance.

The Professional Diploma will be delivered by the Institute of Public Administration, in partnership with the German Jordanian University, from September 1, 2025, until May 31, 2026, to a first cohort of 50 public officials representing over 30 institutions of the Government of Jordan, including ministries, national commissions, regional and local governments and autonomous bodies.

Both H.E. Minister Badria Al-Balbisi and H.E. Eng. Siham Alkhawaldeh emphasized the significance of this Diploma for the modernization of Jordan’s Public Administration. They highlighted the investment in young professionals, recognizing them as the future of the public sector and acknowledged the valuable support provided by the Italian Cooperation and EPLO in developing and delivering this program.

The Professional Diploma is designed, developed and implemented with support from the Project “Support to Public Administration Reform in Jordan” funded by the Italian Ministry of Foreign Affairs and International Cooperation through the Italian Agency for Development Cooperation (AICS) and implemented by the European Public Law Organization (EPLO) in partnership with the Italian National School of Administration (SNA).

The project contributes strategically to the advancement of the Public Sector Modernization Roadmap of Jordan and directly supports the implementation of its Human Resources and Government Services Pillars. The Project follows and builds upon the results of the Project “Support to the Institute of Public Administration of Jordan”, funded by the Italian Cooperation and implemented by the EPLO from November 2022 to October 2024.
