CAP1: Caribbean-Albanian Poly-criminal Offshore Network Elicitation Project officially launched

On February 26, 2025, the EU funded ISF project CAP1 was officially launched with a Kick-off Meeting in Bremen, Germany. The project coordinator, HfÖV in Germany, together with partners from BayHfoD in Germany, KEMEA in Greece, the EPLO in Greece, CIRD e.V. in Germany, CIPOS in Curaçao, CSI in Cyprus, Cobwebs in Germany, TRI IE in Ireland, OPB BHV in Germany, and LKA Bremen in Germany, discussed the upcoming project activities for the next 24 months.

The overall objective of the CAP1 project is to combat organized crime by addressing the interconnections between drug trafficking, human trafficking, and corruption. The project leverages OSINT (Open-Source Intelligence) and Big Data analytics to enhance investigative capabilities, while fostering international cooperation among law enforcement agencies, judicial authorities, and policymakers to develop more effective countermeasures against transnational organized crime.

The main objectives of the project are:

  • Strengthen international cooperation between law enforcement agencies, prosecutors, and anti-corruption bodies to improve intelligence-sharing and joint investigations.
  • Develop and implement advanced OSINT and Big Data methodologies to analyze patterns and networks of organized crime.
  • Enhance judicial collaboration through cross-border case studies and best practice exchange.
  • Build capacity among stakeholders through specialized training programs in digital forensics, financial investigations, and intelligence-led policing.
  • Foster policy recommendations and legislative improvements to address legal gaps in combating organized crime networks.

Partners were able to frame the project’s thematic areas creatively through brainstorming and explored the development of project AI tools in a way that accommodates victims' rights at their core.
