Call for Experts: “Support to the Prosecutorial System in Serbia” project
The European Public Law Organization (EPLO) has been shortlisted for the project “Support to the Prosecutorial System in Serbia” (EuropeAid/140251/DH/SER/RS).
The objective of the project is to strengthen the capacities of the State Prosecutorial Council (SPC) and Republic Public Prosecutor’s Office (RPPO) in Serbia in key areas for the execution of their mandate, including enhancing the managerial skills of the SPC and RPPO staff, monitor and manage PPOs daily operations, develop mechanism for career development of prosecutors, and improve the effectiveness of disciplinary proceedings. The planned project duration is 24 months.
In this framework, the EPLO is seeking qualified candidates for the two Key Expert positions in the project: 1) Team Leader - Justice Sector Reform Expert; 2) Judicial Administration Reform Expert. The mandatory requirements for the positions are listed below.

KEY EXPERT 1: TEAM LEADER - JUSTICE SECTOR REFORM EXPERT (400 working days)
Qualifications and skills
- Bachelor's degree in law
- A post-graduate degree (Master's and/or PhD) in law, economics, HR, political science will be considered as an asset
- Knowledge of Serbian language would be an advantage
General professional experience
- Minimum 7 years of relevant post-graduate professional experience working on justice sector reform initiatives
Specific professional experience
- Experience in leading teams in the field of judicial reform gained in minimum one country beneficiary of IPA II assistance (Albania, Bosnia and Herzegovina, Iceland, Kosovo, Montenegro, Serbia, Turkey, North Macedonia)
- Experience in at least two projects dealing with capacity building of the judiciary bodies
- Experience on a position of a prosecutor would be an advantage
- Knowledge of the Republic of Serbia justice sector normative and institutional framework will be considered as an advantage
KEY EXPERT 2: JUDICIAL ADMINISTRATION REFORM EXPERT (400 working days)
Qualifications and skills
- Bachelor's degree in law
- A post-graduate degree (Master's and/or PhD) in law, economics, HR, political science will be considered as an asset
- Knowledge of Serbian language would be an advantage
General professional experience
- Minimum 7 years of post-graduate professional experience in the field of judicial administration
Specific professional experience
- Minimum 5 years of post-graduate professional experience working with prosecutors’ offices on aspects related to judicial efficiency, on improving working processes and procedures and performance management, including through IT software
- Experience in drafting operational manuals and/or rulebooks and/or rules of procedure for prosecutors’ offices
- Knowledge of the Republic of Serbia justice sector normative and institutional framework will be considered as an advantage
