The EPLO implements a large number of programs funded by the European Union and other international donors, assisting governments and institutions around the world. The main areas of intervention comprise: governance, the rule of law, human rights, public administration, democratization, legislative approximation to the EU acquis, migration and sustainable development. The position is located within the Dept. of Technical co-operation of EPLO. The candidate will be involved in the Interreg Euro-MED Project “COoperation and CO-designing PArtnership for CliMAte Neutrality” - CO2 PACMAN (Euro-MED0200178).

The overall objective of the project is to develop an integrated cooperative planning framework and deliver a joint strategy/action plan embedding policies and strategies for climate change mitigation and adaptation to be potentially replicated in islands and coastal areas. The new CO2 Pacman assessment and visual tool will be developed to assess current challenges (i.e. Carbon Footprint and its drivers) and then to identify multi-sectoral solutions and to quantify their effects in terms of Carbon Footprint mitigation and compensation to achieve the goal of climate neutrality in the islands. These solutions, including ecosystem-based approaches, will concern the sectors of energy, buildings, mobility, water and waste management, tourism, industry, etc. The cooperation and co-creation approach will target: public authorities (increasing their capacity in effective planning), enterprises, groups of interest and citizens to foster both transnational and local cooperation, support innovation and capacity building.

Core Functions and Responsibilities

Core Function

EPLO’s main role in PAC-MAN project is to lead the activities for multilevel participation thanks to its robust expertise in networking and stakeholders’ engagement. It developed the project communication and dissemination strategy and monitors all project partners’ compliance with its descriptions. EPLO will assure a proper dialogue and collaboration with the relevant Interreg Euro-MED Thematic community, the Programme and beyond. It will be responsible for bridging the project with important stakeholders in terms of capitalization of its results.

The Candidate must support EPLO towards innovative communication schemes, networking, dissemination and capitalization efforts, bearing in mind that this project needs a significant involvement of various stakeholders. EPLO leads the WP2 on multi-level participation thanks to its robust expertise in networking and stakeholders’ engagement. It monitors and supervises activities concerning interactions with stakeholders and ensures the achievement of WP2 outputs and results. The candidate will be responsible for all aspects of mainstreaming and capitalization of the project and the preparation of its participation in major environmental events.

Responsibilities

The candidate is expected to:

  • support stakeholder management through active outreach to relevant project stakeholders
  • be responsible for all events, workshops, rooting labs, webinars, etc. of EPLO related to PAC-MAN
  • assist in the facilitation of liaison activities with relevant stakeholders enabling awareness raising
  • assist EPLO in 5-helix engagement activities and in capacity building activities
  • coordinate and facilitate communication with other relevant thematic projects of the Interreg Euro-MED Programme (all 4 missions).
  • assist in identifying the business sector needs related to carbon neutrality
  • assist the project capitalization activities.

 

Required Qualifications and Experience

Experience

  • At least 8 years of professional experience in capitalization or advocacy or public relations’ positions
  • 8 years’ experience in events’ organization
  • Connections with influential stakeholders, events, fora.
  • Experience in projects funded by the European Union related to carbon neutrality will be considered an asset.

Education

  • University degree from an accredited academic institution
  • Computer proficiency in standard software applications (MS Office, etc.)

Languages

  • Fluency (oral and written) in English is required

  • Professionalism: Knowledge and understanding of concepts and approaches relevant to particular functional area. Conscientious and efficient in meeting commitments and achieving results.
  • Communication: Excellent oral and written communication, writing and presentation skills. Listening and communicating clearly and effectively, adapting delivery to audience.
  • Planning and Organizing: Setting clear and achievable goals consistent with agreed priorities for self and others.
