The EPLO implements a large number of programs funded by the European Union and other international donors, assisting governments and institutions around the world. The main areas of intervention comprise: governance, the rule of law, human rights, public administration, democratization, legislative approximation to the EU acquis, migration and sustainable development. The position is located within the Circular Economy and Climate Institute of EPLO. The candidate will be involved in the Interreg Euro-MED Project with the title: “Cooperation and Co-designing Partnership for Climate Neutrality - CO2 PACMAN (Euro-MED0200178), in which the Circular Economy and Climate Change Institute of EPLO participates as a partner.

The overall objective of the project is to develop an integrated cooperative planning framework and deliver a joint strategy/action plan embedding policies and strategies for climate change mitigation and adaptation to be potentially replicated in islands and coastal areas. The new CO2 Pacman assessment and visual tool will be developed to assess current challenges (i.e. Carbon Footprint and its drivers) and then to identify multi-sectoral solutions and to quantify their effects in terms of Carbon Footprint mitigation and compensation to achieve the goal of climate neutrality in the islands. These solutions, including ecosystem-based approaches, will concern the sectors of energy, buildings, mobility, water and waste management, tourism, industry, etc. The cooperation and co-creation approach will target: public authorities (increasing their capacity in effective planning), enterprises, groups of interest and citizens to foster both transnational and local cooperation, support innovation and capacity building.

Core Functions and Responsibilities

Core Function

EPLO’s main role in PAC-MAN project will be to lead the activities for multilevel participation thanks to its robust expertise in networking and stakeholders’ engagement. It will drive the communication and dissemination strategy and assure a proper dialogue and collaboration with the thematic community, the Programme and beyond.

The Candidate must support EPLO in quality control, in the creation of a IT tools, the creation of the climate neutrality Roadmap per each pilot island. EPLO will lead the WP2 on multilevel participation thanks to its robust expertise in networking and stakeholders’ engagement. The candidate will be responsible for all aspects of technical collaboration with GeoImaging (project partner specialized in ICT and 3D as well as virtual reality applications).  

Responsibilities

The candidate is expected to:

  • Conduct the project quality control (EPLO deliverables, outputs, reporting demands in the technical level etc.)
  • Participate in the creation of the Climate neutrality transition Roadmaps for MED islands and create IT tools to support the roadmap
  • Participate in the creation of “PAC-MAN tool” (the CO2 Pacman assessment framework will be systematized to be easily used and integrated with an interactive visualization tool with an intuitive, colorful and fun animation interface - Game-like software)
  • Assist in the implementation of Rooting Labs (“the Island I Would Like")
  • Assist in the creation of the “Toolkit for the development of climate neutrality scenarios”
  • Assist in the creation of “Open Innovation catalogue of solutions” of the project.
  • Assist in the exploitation of Virtual Reality and 3D simulations for the use of stakeholders.

Required Qualifications and Experience

Experience

  • At least 8 years of professional experience in IT/ Quality Control/ Management positions in private/public sector
  • At least 8 years in positions related to software development.
  • Former experience in EU-funded projects will be considered an asset.

Education

  • University degree / Computer proficiency in standard software applications (MS Office, etc.)

Languages

  • Fluency (oral and written) in English is required
