BACKGROUND CONTEXT

The European Public Law Organization (EPLO) is an International Inter-Governmental Organization headquartered in Athens, Greece, whose mission is the promotion of Public Law and Governance around the world, through technical cooperation, training, education and research activities. The EPLO has the Status of Observer at the United Nations General Assembly.

The EPLO is implementing the Project “Support to the Institute of Public Administration of Jordan”, funded by the Government of Italy. The project aims to assist the Institute of Public Administration of Jordan (IPA) to implement its mission, upgraded role and address the challenges and requirements deriving from the Public Sector Modernization Roadmap of Jordan.

The Project purpose is: “To contribute to the institutional strengthening of the IPA through provision of technical support and capacity building interventions to enable it to fulfil its mandate”. This includes both activities to enhance the institutional capacity, extraversion and operational efficiency of the IPA, as well as activities to modernize, update and enrich the IPA’s training programs and courses.

In this framework, the IPA requested the project to support the development and delivery of a Training Program focusing on Digital Fluency/Literacy for Public Sector employees. More specifically, the Public Sector Modernization Roadmap aims to refine the capabilities of Civil Servants in the field of Digital Transformation and integrate their Digital Transformation skills, in addition to expanding their understanding of the concepts, their importance and impact on achieving results.

The project is seeking to engage “Experts on Digital Transformation in Public Administration - Jordan” to support the IPA and the local team of experts for the design of the Training Program and the development of the training materials.

DESCRIPTION OF WORK AND INDICATIVE SCOPE OF ACTIVITIES

Development of the training materials

Based on the Digital Transformation Training Program (DTTP) General Framework and Curriculum Outline, the experts will be responsible for the development of a complete Training Toolkit (training material) for one or more of modules and/or topics included in the Program.

Indicative topics might include but are not limited to:

  • Digital Literacy and technology utilization in every day work
  • Programme and Service Design
  • Leadership and Innovation
  • Digital Policies and regulations
  • Strategy development (monitoring and evaluation)
  • Data Governance and Trust (including eSignature and eIDs)
  • Open Data and data driven decision making/policy modelling
  • Digital maturity and readiness assessment of organizations
  • e-Government services design
  • Citizen centric service design and delivery
  • Digital Transformation Programme and Service Design
  • Artificial Intelligence utilization in public sector
  • Emerging technologies in public sector (AR/VR, IoT, Blockchain, AI, etc.)
  • Agile project management
  • Interoperability and data management
  • Cyber Security policies development and implementation

 

The exact number and topic of training Toolkits to be developed will be defined once the DTTP General Framework is finalized.

The training materials for each topic/module include (indicatively): 1) program/course outline, 2) theoretical and scientific material and readings, 3) class presentations and handouts, 4) training methodology, 5) trainee guide, 6) class exercises and case studies, 7) entrance and exit tests (pre- and post evaluation), 8) pass exam. 9) all material to be developed in English (and translated in Arabic).

The indicative time that will be allocated for the development of each Training Toolkit is 5 working days.

 

MANAGEMENT AND COORDINATION

The Expert will report to the Team Leader, the International Key Expert and the Project Director. He/she will also coordinate his/her work closely with the IPA Management and relevant Project Team members where the experts will be working on the same or closely related issues.

 

LOCATION

The Expert must be based in Amman, Jordan, during the execution of the assignment.

REQUIRED QUALIFICATIONS AND EXPERIENCE

Qualifications and Skills:

  • Bachelors’ Degree in a discipline relevant to the subject of the assignment: Public Administration, Public Policy and Management, Digital Transformation in Public Administration, or related fields.
  • Post-graduate qualifications would be an asset.
  • Excellent inter-personal communication skills, including experience in facilitation of trainings, workshops and presentations.
  • Ability to use independently standard office software and Internet applications
  • Full proficiency in English and excellent writing skills.
  • Native Arabic speaker (would be an advantage).
  • Capacity to work in a team and under time pressure.

Professional Experience:

  • Minimum of 5 years of professional experience in Digital Transformation in Public Administration, E-Government, Public Administration Reform, Public Sector Management.
  • Proven professional experience in designing and developing Training for Public Sector Employees, including experience in carrying out Training Needs Assessments, Digital Skills Assessments, design and delivery of capacity building programs, development of training materials.
  • Proven professional experience in the development of Training Programs in the areas of Digital Transformation in the Public Administration, E-government, Development of Digital Skills, or similar.

 

DURATION OF THE ASSIGNMENT

The assignment will be provided over a period of 3 months initially, starting from December 2023 to February 2024.
