Vacancy for Trainers on Management of Donor-Funded Projects - Jordan

BACKGROUND CONTEXT

The European Public Law Organization (EPLO) is an International Inter-Governmental Organization headquartered in Athens, Greece, whose mission is the promotion of Public Law and Governance around the world, through technical cooperation, training, education and research activities. The EPLO has the Status of Observer at the United Nations General Assembly.

The EPLO is implementing the Project “Support to the Institute of Public Administration of Jordan”, funded by the Government of Italy. The project aims to assist the Institute of Public Administration of Jordan (IPA) to implement its mission, upgraded role and address the challenges and requirements deriving from the Public Sector Modernization Roadmap of Jordan.

The Project purpose is: “To contribute to the institutional strengthening of the IPA through provision of technical support and capacity building interventions to enable it to fulfil its mandate”. This includes both activities to enhance the institutional capacity, extraversion and operational efficiency of the IPA, as well as activities to modernize, update and enrich the IPA’s training programs and courses.

In this framework, the IPA requested the Project to support the development and delivery of a Training Program for “Management of Donor-Funded Programs for Civil Servants of the Government of Jordan”. The Training Program aims to enhance the skills and competencies of Government officials that interact with donors and international organizations in the planning, management, monitoring and coordination of donor-funded projects, with a view of ensuring higher levels of effectiveness and alignment with Government plans and priorities.

The Project has developed the Training Program for Management of Donor-Funded Programs which consists of six training modules. The training materials for the six modules have been prepared (i.e. curricula, methodology, presentations, exercises). The Project will be conducting a Training of Trainers on these six training modules for a selected group of officials of the Government of Jordan.

In this view, the Project is seeking to engage four Expert Trainers to deliver the Training of Trainers, specifically:

Trainer 1 to deliver the Training of Trainers on:

  • Module 1 on Knowing Your Donors;
  • Module 2 on Preparing a draft Project Assessment and Project Design; and
  • Module 4 on Preparation for and Drafting of a Project Proposal.

Trainer 2 to deliver the Training of Trainers on:

  • Module 3 on Budgeting and Financial Management.

Trainer 3 to deliver the Training of Trainers on:

  • Module 6 on Skills for the Technical, Cultural and Political Challenges of Effective Navigating to and Managing Donor Support.

Trainer 4 to deliver the Training of Trainers on:

  • Module 5 on Monitoring, Evaluation and Learning.

DESCRIPTION OF WORK AND INDICATIVE SCOPE OF ACTIVITIES

  • Attend and participate actively in the EPLO training for trainers course provided to all trainers under the project;
  • Select, create and organize materials in Arabic or English to distribute to the participants which provide background and information which supplements the approved curriculum, presentation materials, pre-and post-module tests, exercises, exercises, schedules and Trainer’s Handbook which shall be made available to the successful candidate by the IPA. 
  • Provide interactive, participant-centred training on the designated modules utilizing the appropriate skills and techniques
  • Coordinate and administer pre-and-post module quizzes and provide the results of these to the IPA Training and Capacity Building Manager.
  • Ensure smooth organization and delivery of the indicated module:
    • coordinate with the designated staff of the IPA on all logistic and scheduling matters related to the respective module;
    • report all problems which may affect the successful delivery of the respective module;
    • communicate with and provide instructions to the course participants in order to ensure the smooth organization of the Course and as instructed by the IPA Training and Capacity Building Manager
  • Review the learning outcomes for the respective module and suggest modifications/improvements, if needed;
  • Review the learning objectives for each session and suggest modifications/improvements, if needed.   Learning objectives must be drafted in terms of what participants will be able to DO by the end of the session, possibly with numerical indicators;
  • Review the approved  power point presentations to be used during the training and recommend changes to these if needed;
  • Review and recommend changes, if any, to the practical exercises, discussion points and pre-and-post module tests set out in the approved Trainer’s Manual.
  • Select and provide Background reading materials (at least 20 pages)

 

MANAGEMENT AND COORDINATION

The Expert Trainers will report to the Team Leader and the Project Director. He/she will also coordinate his/her work closely with the IPA Management and relevant Project Team members

LOCATION

The Trainer must be based in Amman, Jordan, during the execution of the assignment.

REQUIRED QUALIFICATIONS AND EXPERIENCE

Qualifications and Skills:

  • Bachelors’ degree (and ideally relevant post-graduate qualifications) in political and social sciences, public policy and management, public administration, human resource management and/or closely related relevant discipline;
  • High level written & spoken communication & presentation skills in English;
  • Proven experience in delivering training
  • Excellent inter-personal communication skills including experience of facilitation of trainings/workshops and presentation;
  • Knowledge of Arabic at mother-tongue level.

Professional Experience:

General Professional Experience

  • Minimum of 10 years of relevant professional experience;
  • Minimum 5 years of experience in development of training programs and capacity building activities.

Specific Professional Experience

  • For Trainer I:
  1. Proven experience in Minimum 5 years of proven working experience in working with donors, designing projects and preparation of proposals for financial support of external donors; and
  2. Proven experience in developing and delivering training on project design and implementation.
  • For Trainer II:
  1. Proven experience in Minimum 5 years of proven working experience in preparation of budgets for projects donor-financed projects;
  2. Proven experience in developing and implementing a financial management plan for donor-financed projects which follow international best practice.
  • For Trainer III:
  1. At least 5 years of experience in working directly with or for a bilateral or multilateral development agencies.
  2. Proven experience in managing donor funded projects through all phases of the project cycle, including direct involvement in discussions, documentation, negotiation and agreements between donors and national ministries, departments and agencies.
  • For Trainer IV:
  1. Proven experience in developing and implementing monitoring, evaluation and learning plans for donor-financed projects  which follow international best practice;
  2. Proven experience in Minimum 5 years of proven working experience in monitoring and evaluation of donor-financed projects.

 

DURATION OF THE ASSIGNMENT

The assignment will be provided during a period of 2 months starting from December 2023 to January 2024.
