The European Public Law Organization (EPLO) is an International Inter-Governmental Organization headquartered in Athens, Greece, whose mission is the promotion of Public Law and Governance around the world, through technical cooperation, training, education and research activities. The EPLO has the Status of Observer at the United Nations General Assembly.

The EPLO is implementing the Project “Support to the Institute of Public Administration of Jordan”, funded by the Government of Italy. The project aims to provide capacity building to the Institute of Public Administration of Jordan (IPA) and support the improvement of Training Programs for Civil Servants in Jordan. The Project will have a duration of 18 months and include as main beneficiaries the Staff of the IPA and Civil Servants in leadership positions in Jordan.

The EPLO is seeking an Associate Training Expert on Theory of Change and Results-Based Management (Arabic Language) to contribute to the development of the “King Abdullah II Leadership Program” of the IPA.

1. Objectives of the Assignment

The overall objective of this assignment is to support the IPA in facilitating the delivery of the training module on “Theory of Change and Strategic Planning”, under the King Abdullah II Leadership Program (Project Activity 1.4).

The specific objectives of this assignment are to:

  • Translate training materials for the training module “Theory of Change and Strategic Planning”
  • Cooperate with an international expert to support delivery of the training to the course participants.

2. Description of Work and Indicative Scope of Activities

The Associate Training Expert will liaise with an international expert, the Key Expert supporting the King Abdullah II Leadership program and with the Head of the IPA leadership centre (IPA/LC) assisting the international expert with the delivery of the training materials to cover a total of 24 hours (4 training days). This training module is expected to equip the participants with the necessary skills to develop a strategic vision and plan a project intervention accordingly.

The expected learning outcomes for the participants in this training module, include the following:

  • use of the Theory of Change as a tool to design and manage a project;
  • apply the Theory of Change as a managerial tool in the daily job;
  • apply the Results Based Management in implementing projects to reform the administration.

The expert will develop training materials for the following learning sessions:

  1. Introduction to the Theory of Change (6 hours)

This session introduces the ToC as an effective tool to build consensus among stakeholders on the causal analysis of the problems addressed by the project and on the actions needed to achieve the desired changes. It emphasizes how the ToC can address some of the shortcomings of the Project Cycle Management (PCM).

Learning Objective: by the end of this session, the participants are able to conceptualize and formulate the ToC underpinning a project.

  1. Results Based Management (6 hours)

RBM is a management and leadership strategy designed to ensure the achievement of the desired results, related to planning, implementation, monitoring, reporting and learning stages. Participants acquire the necessary skills for RBM, including through simulations.

Learning Objective: by the end of this session, the participants are able to formulate project results using the RBM approach.

  1. Problem Analysis (6 hours)

Developing a strong understanding of the problems to be addressed and the way they are linked to each other is critical to plan and implement an effective project intervention.

Learning Objective: by the end of this session, the participants are able to draw a problem tree, describing a complex situation.

  1. Looking forward to the future (3 hours)

This session focuses on the results chain, analyzing the elements which fall under the internal vs. external perspective, including inputs, activities, outputs, outcomes and goals.

Learning Objective: by the end of this session, the participants are able to describe a result chain of a project of their choice.

  1. Strategic risk and preventive measures (3 hours)

Identifying risks from the outset of the project is fundamental to ensure the achievement of results.

Learning Objective: by the end of this session, the participants are able to identify risks and formulate preventive and mitigating measure for a project.

 

Indicative outputs and deliverables:

  • The Associate Training Expert is expected to support the International Expert in delivering the training.

 

3. Qualifications of the Expert

Qualifications and skills:

  • Bachelors’ degree (and ideally relevant post-graduate qualifications) in political and social sciences, public policy and management, public administration, human resource management and/or closely related relevant discipline
  • Proven experience in delivering trainings
  • High level written & spoken communication & presentation skills in English
  • Excellent inter-personal communication skills including experience of facilitation of trainings/workshops and presentation
  • Knowledge of Arabic at mother-tongue level.

General professional experience:

  • Minimum of 10 years of relevant professional experience
  • Minimum 5 years of experience in development of training programs and capacity building activities.
  •  

Specific professional experience:

  • Proven experience in developing and delivering training on Results Based Management.

 

4.Duration of the Assignment

This assignment will be for a maximum of 5 working days, to be provided over a period of 6 months, from April to September 2023.
