The EPLO implements a large number of programs funded by the European Union and other international donors, assisting governments and institutions around the world. The main areas of intervention comprise: governance, the rule of law, human rights, public administration, democratization, legislative approximation to the EU acquis, migration and sustainable development.

The position is located within the Circular Economy and Climate Change Institute of EPLO, which is responsible for the promotion of circular and sustainable practices, climate and environmental diplomacy and mainstreaming of circular economy in all policy areas.

The candidate will be involved in the INTERREG V-B Adriatic-Ionian project CRESCENTO - CiRcular Economy Skills enhancement NeTwOrk in which the Circular Economy and Climate Change Institute of EPLO participates as a partner.

CRESCENTO has two main outputs:

  • the establishment of an ADRION Transnational Cooperation Network on Circular Economy, and
  • the elaboration of a Strategy and Action Plan for the implementation of a Joint Master’s Programme on Circular Economy.

Core Functions and Responsibilities

Core function

Support EPLO in the designing and implementing effective capitalization of the project’s results in view of raising competences and skills in Circular Economy, strategically relevant for a more Sustainable Adriatic-Ionian area, by: (i) networking with local actors from academia, research, business and public sector; (ii) elaborating a Joint Master that includes internships and hands on training.

Responsibilities

The candidate is expected to:

  • assist in identifying the stakeholder needs for specific upskilling and reskilling services related to Circular Economy themes
  • assist in identifying the networking strategy to systematize the network accession, comprising the network goal, tools and activities, governance, membership, widening strategy and openness conditions
  • identifying local stakeholders and support EPLO towards engaging them in the network, reinforcing strategic collaboration of ADRION stakeholders in the domain of Circular Economy
  • support EPLO in promoting exchange of experiences, capitalization of good practices and mutual learning of ADRION stakeholders for a more Sustainable Region
  • assist in efforts towards networking with relevant EU initiatives, as well as with established European Digital Innovation Hubs in the EU partner countries
  • assist in the development of the strategy – action plan envisaged for the implementation of the Joint Master
  • liaise with stakeholders at national / institutional level to capitalize on the developed strategy – action plan to ensure durability of the envisaged Joint Master in the next programming period (IPA ADRION 2021-2027)

 

Required Qualifications and Experience

Experience

  • At least 7 years of professional experience relevant to the position, including at least 5 years of proven experience in the development and management of projects funded by the European Union
  • Experience in at least 5 projects funded by the European Union
  • Familiarity and professional experience in the areas of sustainable development & circular economy

Education

  • University degree from an accredited academic institution
  • Computer proficiency in standard software applications (MS Office, etc.)

 

Languages

  • Fluency (oral and written) in English is required
  • Fluency (oral and written) in other languages will be an asset

  • Liaison skills including negotiating skills, developing and fostering relationships, getting people to understand others' points of view.
  • Professionalism: Knowledge and understanding of concepts and approaches relevant to particular functional area. Ability to apply judgment in the context of assignments given, take initiative, plan own work and manage conflicting priorities. Conscientious and efficient in meeting commitments and achieving results.
  • Communication: Excellent communication, writing and presentation skills. Listens and communicates clearly and effectively, adapting delivery to audience.
  • Planning and Organizing: Sets clear and achievable goals consistent with agreed priorities for self and others.
