Call for Experts for the project “Support to Justice Sector Reforms in Armenia”
The European Public Law Organization (EPLO) has been shortlisted for the EU-funded project: “Support to Justice Sector Reforms in Armenia” (NEAR/EVN/2021/EA-RP/0036).
The purpose of the project is to strengthen the capacities of the Government of Armenia, and particularly the Ministry of Justice, the Supreme Judicial Council, the Anti-Corruption Court, the Specialized Anti-Corruption Department at the Prosecutor General’s Office, and other key justice/anti-corruption institutions, in the areas of forward planning, strategic thinking, management, public financial management, monitoring and evaluation and strategic communication, with a view to provide a permanent improvement of capacities in the mentioned areas in the supported institutions.
The indicative start date is October 2021 and the planned project duration is 24 months.
In this framework, the EPLO is seeking qualified candidates for the four Key Expert positions in the project: 1) Team Leader - PFM/Macro-economist; 2) Deputy Team Leader / Legal expert; 3) Institutional capacity building expert; and 4) Anti-corruption expert. The mandatory requirements for these positions are listed below.

Key expert 1: Team leader – PFM / Macro-economist (estimated 240 working days)
Qualifications and skills:
- University degree in development studies, finance, economics, public administration management or a relevant, directly related discipline, or equivalent relevant professional experience of 10 years.
General professional experience:
- At least 7 but preferably 10 years of experience with strategy and policymaking related to national development and/ or international assistance;
- Demonstrated experience as team leader in similar projects (minimum 1 but preferably 2 technical assistance projects) with a budget of not less than 1,500,000 EUR.
Specific professional experience:
- At least 7 years of demonstrated experience in PFM, institutional development, change management and capacity building;
- At least 5 years of experience with EU budget support programs;
- Experience with donor coordination and effective aid principles;
- Preferable technical professional experience in justice sector, including experience gained in Europe;
- Fluency in English.
Key expert 2: Deputy Team Leader / Legal expert (estimated 480 working days)
Qualifications and skills:
- University degree in law.
General professional experience:
- At least 5 but preferably 7 years of experience in the legal field and knowledge of the Armenian legal system.
Specific professional experience:
- Strong background in working with state agencies and civil society, preferably in Armenia;
- Experience with Justice sector statistics and indicators;
- Established relationship with main justice sector actors in Armenia is considered an asset;
- Fluency in English, knowledge of Armenian and/or Russian will be an asset.
Key expert 3: Institutional capacity building expert (estimated 300 working days)
Qualifications and skills:
- University degree in development studies, economics, law, international relations, public administration or other social sciences, or a relevant, directly related discipline, or equivalent relevant professional experience of 10 years.
General professional experience
- At least 7 years of overall professional experience with not less than 5 years professional experience in contributing to development and implementation of government strategies and reforms;
- Experience in formulating, implementing or monitoring EU Budget support programmes or complementary assistance under EU Budget Support Programmes will be considered an asset.
Specific professional experience:
- At least 7 years of professional experience with project/programme strategic and activity planning, formulation and M&E;
- Previous work experience and good understanding of justice/anti-corruption sector problems in Armenia is a strong asset;
- Experience in coordination of activities within governmental agencies or coordination of donor activities;
- Experience in training/capacity needs analysis, training delivery and coordination; experience in policy related research;
- Fluency in English, knowledge of Armenian and/or Russian will be an asset.
Key expert 4: Anti-corruption expert (estimated 300 working days)
Qualifications and skills:
- University degree in development studies, economics, law, international relations, public administration or a relevant, directly related discipline, or equivalent relevant professional experience of 10 years.
General professional experience:
- At least 5 years of experience in anti-corruption and oversight sector desirable, with knowledge of anti-corruption legislation and oversight;
- Knowledge of and background in understanding of international standards for preventing corruption.
Specific professional experience:
- Strong background in working with state agencies and civil society, preferably in Armenia;
- Previous work experience and good understanding of anti-corruption problems in Armenia;
- Experience in developing and drafting anti-corruption reports;
- Established relationship with main anti-corruption actors in Armenia is considered an asset;
- Fluency in English, knowledge of Armenian and/or Russian will be an asset.
