Call for Experts: "Technical Assistance for Strengthening Institutional Capacity of the Judiciary and Execution System for the Fight against Addiction” in Turkey
The European Public Law Organization (EPLO) has been shortlisted for the project “Technical Assistance for Strengthening Institutional Capacity of the Judiciary and Execution System for the Fight against Addiction” in Turkey (Europeaid/140224/IH/SER/TR).
The overall objective of the project is to ensure the rule of law and fundamental rights in Turkey fully are in line with international and European standards. The purpose of this contract is to strengthen the institutional capacity of Judiciary and execution for the fight against drug addiction.
The indicative start date is in January 2021 and the planned project duration is 24 months.
In this framework, the EPLO is seeking qualified candidates for the two Key Expert positions in the project: 1) Team Leader; 2) Senior Specialist on Addiction. The mandatory requirements for the positions are listed below.

Key Expert 1-Team leader for the project “Technical Assistance for Strengthening Institutional Capacity of the Judiciary and Execution System for the Fight against Addiction” Turkey
Qualifications and skills
- Bachelors degree in Law or public administration. In the absence of bachelor’s degree, the expert will have equivalent professional experience of at least 14 years.
- Post graduate degree in any of the fields given above will be an asset
- At least B2 level of English as per the Common European Framework of Reference for Languages
General professional experience
- At least 10 years of general professional experience
- At least 2 project experiences in a managerial position such as Team leader, Project Manager or equivalent
Specific professional experience
- At least 2 project experiences in the field of justice
- At least 1 experience in areas relating to drug addiction will be an asset
- At least 1 experience in criminal justice area as a judge or prosecutor will be an asset
Key Expert 2-Senior Specialist on Addiction for the project “Technical Assistance for Strengthening Institutional Capacity of the Judiciary and Execution System for the Fight against Addiction” Turkey
Qualifications and skills
- Bachelors degree in medicine or psychology fields. In the absence of bachelor’s degree, the expert will have equivalent professional experience of at least 11 years in the psychiatry or psychology field
- Specialization in psychiatry or having PhD in clinical/forensic psychology will be an asset
- At least B2 level of English as per the Common European Framework of Reference for Languages
General professional experience
- At least 7 years of experience in psychiatry or psychology field
Specific professional experience
- At least 3 experiences in rehabilitation or support programs for addicts, families of addicts, juveniles, convicts, detainees, ex-convicts or probationers
- At least 1 experience on the Turkish Justice System, in the field of fight against addiction, will be an asset
- At least 1 experience in conducting researchers and/or assessments in the field of addiction will be an asset
- At least 1 experience in the area of mental health, addiction will be an asset
