a) ELGS Global Administrative Law in Practice:
Reforms of Economic Governance in the European and Global Context
Under the academic supervision of Professor Sabino Cassese and the support of Professor Edoardo Chiti

The ELGS Summer Intensive Program on Global Administrative Law in Practice ran for the sixth year on 24-28 July
2023, welcoming students and teachers
from all over the world. The mission of this
truly international program is to provide an
interdisciplinary approach to topics related
to the review of the EU economic
governance framework. This week-long
summer school provides a unique forum for
a critical discussion on such process of
reform. The course opened by situating the
ongoing reform of the EU economic
governance framework in its wider
economic and political context. It then
addresses the key institutional and legal
issues of the new framework for EU’s
economic policy coordination and
surveillance. Specific attention is paid to the
new policy modes, implementing and
enforcement mechanisms, and
2022 Program in Global Administrative Law in Practice accountability tools, all considered as crucial
institutional innovations of the EU and
global legal landscape. The idea is to discuss the reform of the EU economic governance framework both from a
theoretical and practical perspective, by making use of active learning methodologies and relying on participants’
involvement in the discussion of the main legal and institutional issues at stake.
The School operates at the EPLO’s seaside premises in Sounion, under the Directorship of Professor Sabino
Cassese, Professor of Administrative Law and judge of the Constitutional Court of Italy with the support
of Professor Edoardo Chiti, University of La Tuscia, Italy.
The 2023 summer session included more than 20 hours of classes, online guest interventions, cultural visits, social
events and a one-day field trip at the Independent Authority for Public Revenue (IAPR), coordinated by Dr.
Katerina Perrou. The following professors taught on the subjects listed below:
- Explaining the reform of the EU economic governance framework: Professor George Pagoulatos, Director
General of the Hellenic Foundation for European and Foreign Policy (ELIAMEP), Athens University of
Economics and Business (AUEB)
- Coherence of the new economic governance with the Treaty framework: Prof. Maurizia De Bellis,
Università di Roma Tor Vergata
- The revised EU economic governance framework in practice: basic concepts, actors, and procedures:
Compliance assessment, enforcement mechanisms and practical exercise: Dr. Giuseppe Sciascia, Policy
