ELGS Governance
New composition of the Faculty Board
After the completion of the term of the previous Faculty Board (FB), a restructure of the composition of the FB
was decided for enhancing the development and operation of the ELGS. The new FB is composed of the Dean of
the ELGS for Law and Governance, the Vice-Dean, who should be one of the members of the Executive Committee
and serve as liaison officer of the Executive Committee with the other organs of the ELGS, the Provost for the
undergraduate studies, the Provost for the postgraduate studies, the Director General for Education and the
Heads of the EPLO Departments, when necessary.
The FB works under the presidency of the Dean and is responsible for the educational development of the ELGS,
its program of studies and allocation of academic teaching. The FB meets physically at least two (2) times yearly
and any more times through electronic means. This year the FB met on 14 October 2022 and on 03 May 2023
while there was regular e-communication.
Professor Luis María Díez-Picazo, Judge at the Supreme
Court of Spain, Professor of Constitutional Law, Cunef-
Universidad (Madrid) was appointed as Dean of the
ELGS in autumn 2022. He is supported by the also newly
appointed Vice-Dean, the Provost of ELGS
undergraduate studies and the Provost of ELGS
postgraduate studies.

Academic personnel
For the 2022-2023 academic year, the ELGS operated with seven resident lecturers based in Athens supported by
the international visiting faculty, stemming from renowned universities of the wide network of the EPLO/ELGS and
also from different professional backgrounds, who offered either online or in situ a different approach on the
teaching topics.
Dr. Nikolas Voulgaris - one of the Resident Lecturers - after having completed a successful 5-year period with
ELGS, he was awarded the tenure and the title of Professor by the FB.
Call for New Resident Lecturers
A new call for up to 10 ELGS Resident Lecturers was published in May 2023, and more than 100 candidates applied.
After a selection process including document review and interviews of the shortlisted candidates, the 10 best

candidate Resident Lecturers were invited to join the school starting from 1 October 2023 (academic year 2023-
2024).
Fellowship program
Jakub Handrlica, Prof. JUDr DSc, Vice-Dean for Postgraduate
Studies, Faculty of Law, Charles University, Czech Republic,
completed his fellowship program at the ELGS during which he
undertook ELGS courses and he gave an open lecture on the
topic: “Non-recognized states in transnational administrative
law”.
Esteban Peralta Losilla, Professor of public international law and
international relations at the University of Zaragoza, spent a
semester at the ELGS and contributed to the ELGS courses and
Prof. Jakub Handrlica delivering an open lecture projects.
ELGS Colloquium
Under the direction of the Dean of the ELGS, an academic colloquium was organized for the Academic personnel
of the School, during which Dr. Nikolas Voulgaris presented his academic research/paper and thorough discussion
followed for the enhancement of the resident lecturers’ research goals, achievements and publications.
