Jordanian Leaders Graduate from the Institute of Public Administration of Jordan

The Graduation Ceremony of the Government Leadership Program of the Institute of Public Administration of Jordan took place on March 7, 2024, at the Institute’s premises in Amman, under the patronage of the Deputy Prime Minister for Economic Affairs and Minister of State for Public Sector Modernization H.E Nasser Shraideh.

The Leadership Program is a key initiative of the Public Sector Modernization Roadmap of Jordan: it aims to prepare a new generation of Leaders of the Government of Jordan to drive the implementation of the reforms envisaged in the Modernization Roadmap, in line with the vision of His Majesty King Abdullah II.

The Program was designed and delivered by experts from the Governmental Leadership Center of the Institute of Public Administration of Jordan (IPA), with the assistance of the project “Support to the Institute of Public Administration of Jordan”, funded by the Government of Italy through the Italian Agency for Development Cooperation (AICS), and implemented by the partnership between the European Public Law Organization (EPLO) the Italian National School of Administration (SNA).

The participants of the Leadership Program were rigorously selected among hundreds of applicants from various ministries and departments of the Jordanian public administration. The Program was delivered during three consecutive phases, including competitive selection processes, over five months from October 2023 to February 2024, totalling more than 300 hours of training. The program comprised intensive training modules delivered by Jordanian and International experts on critical elements of leadership such as Leadership Skills, Planning and Evaluation of Public Policies, Project Design, Results-Based Management, Change Management, Public Communication, Digital Transformation, and Institutional Culture.

The last phase of the Program involved a Study Tour in Italy, during which the trainees participated in workshops at the Italian National School of Administration, and visits to selected Italian Institutions, to allow the participants to familiarize themselves with international best practices and exchange experiences and expertise with the Italian counterparts.

On the side of the Government of Jordan, the Graduation Ceremony was attended by the Deputy Prime Minister for Economic Affairs and Minister of State for Public Sector Modernization H.E. Nasser Shraideh, the President of the Civil Service Bureau H.E. Sameh Al-Nasser, the Minister of Interior H.E. Mazin Abdellah Hilal Al Farrayeh, and several other high-level government officials. The Government of Italy was represented by the Italian Ambassador H.E. Luciano Pezzotti and the Head of the AICS Office in Amman Ms. Roxane Weber.

In his welcoming speech, H.E. Nasser Shraideh congratulated the graduates for their success and the IPA for the organization and delivery of the Leadership Program. He emphasized the importance of the Leadership Program for the Public Sector Modernization Roadmap and the role of the new Leaders in the context of the modernized Human Resources System. Finally, he expressed his gratitude to the Italian Government for the support and highlighted the excellent cooperation between Italy and Jordan.

The Director General of the IPA H.E. Siham Alkhawaldeh stated that the Leadership Program was designed and implemented with the best quality aiming to develop a new generation of Leaders that will drive Public Service reforms and the implementation of the Public Sector Modernization Roadmap. She thanked the project “Support to the Institute of Public Administration of Jordan” for the technical assistance throughout the entire design and implementation of the Program and the Government of Italy for its continuous support.

Italian Ambassador Luciano Pezzotti commended the program, stating, "The importance of this program and its outcomes cannot be overstated. These graduates will now serve the nation with the highest standards. The Italian government was particularly pleased with the level of participation in the third phase, which included valuable international training."

The Project “Support to the Institute of Public Administration of Jordan” aims to support the IPA in strengthening its institutional and organizational capacities to effectively carry out its mandate. In this view, the 18-month Project is providing technical assistance to enhance the Institute’s capacities, support to improve its training programs, and organize training of trainers’ courses.
