The members of the GRoLC deliberated on the practical aspects and organization of the Commission’s work. The
Director of EPLO, Professor Spyridon Flogaitis presented the Institute of Global Rule of Law and its Director, Ms.
Teresa Violante. The Institute’s mission is to assist the GRoLC in its activities.

Another issue debated at length was defining the true meaning of the Rule of Law and its components, respecting
the different existing understandings of its notion, mainly due to the various historical and socio-cultural
conditions experienced by individual countries or regions.

The July meeting was devoted to finalizing the Commission’s annual report on the Rule of Law to be submitted to
the Sixth Committee of the UN General Assembly. The President Giuliano Amato and the Members convened at

the City Hall of Cascais on the 24 and 25 of July. The afternoon working session was attended by UN Under-
Secretary-General for Legal Affairs and UN Legal Counsel, Mr. Miguel de Serpa Soares. A concluding ceremony of
the 2-day meeting was held at the Salão Nobre (Signature Room) of the City Hall of Cascais on 25 July. The Minister
of Justice of the Portuguese Republic, Professor Catarina Sarmento e Castro was present. She expressed that she
felt honored and among friends who share the same values and the same ideas as fundamental rights, separation
of powers, and the rule of law, which are the fundamental basis of our democracies, and who are on the same
road to achieve knowledge and deliver results and work. Among others we were honored by the presence of the
Ambassador of Thailand, Ms. Krongkanit Rakcharoen, the Ambassador of the Hellenic Republic, Mr. Vassilis
Papadopoulos, the Ambassador of Italy, Mr. Carlo Formosa. The 25 July dinner was attended by the Secretary of
State for European Affairs of the Portuguese Republic, Professor Dr. Tiago Antunes, along with the Chief of Staff
of the Secretary of State, Dr. Pedro Espírito Santo.
