BOSNIA& HERZEGOVINADevelopment of Central Bodies of GovernmentsThe EPLO was a partner in the project “Development of Central Bodies of Governments in Bosnia and Herzegovina” aimed at assisting the governments in Bosnia and Herzegovina to implementthe model of public administration development as described in the ‘Blueprint of development of central bodies of governments in Bosnia and Herzegovina.’The ‘Blueprint’ provides concrete recommendations on how to develop the secretariats at the level of the State, the entities and the Brčko district into full-service institutions capable to manage the policy system on behalf of the governments in accordance with the best European practice. The project commenced in 2013 and ended early 2015. The organization, structure and operation of the Government and public administration in Bosnia and Herzegovina (BiH) continue to rest upon a highly complex constitutional framework that remains deeply rooted in the Dayton Peace Agreement (Annex IV) as adopted in 1995.Owing largely to the intricate conditions governing the immediate aftermath of the war and the need to hierarchically link the State Level (Council of Ministers) with the governments at the two entity levels (Republica Srpska and Federation ofTECHNICAL COOPERATION STATE FOCUS112A112ACCTTIIVVIITTYYRREEPPOORRTT22001166
