EUROPEAN REVIEW OF PUBLIC LAWVol. 28_1/2016 (99) In this issue of the ERPL are published the proceedingsof the annual conference of the EGPL organized from the 11th to the 13th of September 2015 on theisland of Spetses(Greece), on thesubject “The NewEuropean Economic Governance”. Under the headings “General Introduction: The Powers of the Union in the European Econonomic Governance: New Transfers of Sovereignty”, “The European Banking Governance”, and “The Guarantees of the States Participating and Not Participating in the Banking Union and in the ‘Fiscal Compact’”, general reports by eminent academics are published. In the General Conclusions, four main issues are  rst discussed: a) the changes that have occured in the European economic governance to contrast the great crisis initiated in 2008,b) the features of the European Banking Union, c) the role and attitude of the EuropeanΑ new Series has been plannedand is aboutto be launchedby the Institute for the Mediterranean of the EPLO, specializing in Euro-Mediterranean relations.and national judges facing the new discipline and d) the democratic legitimation of the new European banking system whereasit is  nally argued that the new system is providing an effective package of quick, effective and reliable measures and that the new European banking law and the Banking Union represent a positive developmentin the integration process. In this year’s Conference proceedings published in this ERPL issue, papers presented or prepared in the framework of Workshops that have taken place during the Conference are included. The themes treated by different papers within this framework are: “Financial Inclusion: Services of General Economic Interest inthe Banking Sector and Citizen’s Rights”, “Normative Defeasibility in Public Law”, and “The New Legal Status of Railway Companies in Europe and in China”. Finally, the speeches by Professors Marco D’Alberti and Elisenda Malaret on the “Celebration of the 100Years from the Birthdate of Massimo Severo Giannini”, the speeches by Professors José Esteve Pardo and Isaac Augusto Damsky on the occasion of the Laudationes to Professor Agustín Gordillo as well as Professor Agustín Gordillo’s Acknowledgments are included in this EPRL issue.ACTIVITY REPORT 2016 139
