Position Title:                    Program Officer – International Programs

Type of Appointment:       Short term contract with possibility of extension. Attractive remuneration package

The EPLO implements a large number of technical cooperation programs funded by the European Union and other international donors, assisting governments and institutions around the world. The main areas of intervention comprise: governance, the rule of law, human rights, public administration, democratization, legislative approximation to the EU acquis, migration and sustainable development.

The position is located within the Department of Technical Cooperation of the EPLO, which is responsible for the development and management of the technical cooperation programs of the Organization. The incumbent reports directly to the Director of the Department.

Core Functions and Responsibilities

  • Coordinate the overall management of assigned projects.
  • Support all aspects of project implementation, including development and monitoring of grants, contracts and partnership agreements, work plans, logical frameworks and budgets.
  • Maintain at all times a clear overview of project status, progress and possible problems in order to brief Management at short notice and initiate corrective actions if needed.
  • Review activities of grants and contracts for compliance with donor regulations and internal procedures.
  • Draft timely and accurate narrative and financial reports in accordance with donors’ requirements.
  • Identify suitable experts to be recruited under the projects and draft their Terms of Reference.
  • Coordinate and support project experts, provide them guidance and instructions, monitor their performance.
  • Participate to field missions and perform expert assignments in areas of specialization.
  • Research and identify relevant calls for proposals, tenders and funding opportunities in the framework of the European Union and other donors.
  • Develop and draft project proposals for funding by the European Union and other multilateral and bilateral donors.
  • Build partnerships/networks with organizations abroad and in Greece in the framework of proposals and other cooperation opportunities.

 

Required Qualifications and Experience

Experience

  • At least 5 years of professional experience relevant to the position, including 3 years of proven experience in the development and management of projects funded by the European Union.
  • Good knowledge of European Union tender and contract rules (i.ePractical Guide to Contract Procedures for EU External Actions –PRAG-, DG Justice, DG Home, Erasmus +, Horizon).
  • Familiarity and professional experience in the areas of intervention of the Organization (i.e. governance, rule of law, human rights, public administration, migration, sustainable development).
  • Proven track record of project management skills, good knowledge of related tools and techniques including Project Cycle Management and Logical Framework Analysis.
  • Excellent communication, writing and presentation skills.
  • Experience in an international and multi-cultural environment.
  • Computer proficiency in standard software applications (MS Office, etc.)

 

Education

  • University degree -preferably a Master’s degree- from an accredited academic institution in Law, Political Sciences, Economics or related field.

 

Languages

  • Fluency (oral and written) in English is required. Fluency in French is an asset.
